The purchasing profession lost one of our leaders on June 13, 2007, Harold F. Vaughan 1925-2007

 

Harold Frank Vaughan of Gladstone died June 13, 2007. He was born Jan.

10, 1925 in Freeport, Ill., as the second child to Joseph Grahame Vaughan and Edna Christen Vaughan. He graduated from Freeport High School as president of the class of 1942.

 

After his freshman year at Beloit College (Beloit, Wis.), he was drafted into military service in the U.S. Navy, where he was assigned to the Seabees and served in the American, European and Pacific theatres. After receiving an honorable discharge, he returned to Beloit College where he earned a Bachelor of Arts in Liberal Arts in 1949.

Harold went to work for the Micro Switch Division of Minneapolis Honeywell and later Newell Manufacturing Company, both of Freeport. In 1974, he was assigned by Newell to serve as Vice President and General Manager of its Dorfile Manufacturing Company subsidiary, based in Milwaukie, Or. After leaving Newell in 1976, he served as Purchasing Manager for the City of Portland. He retired from the city in 1988.

 

Harold was national director of the National Institute of Government Purchasing (NIGP). He established the Columbia chapter in the Pacific Northwest and was its first president, and is a charter member and past president of the Oregon Public Purchasing Association chapter. In 1999 he was awarded NIGP's Distinguished Service Award. The Oregon chapter honored Harold by naming its Distinguished Service Award the Harold F Vaughan Distinguished Service Award.

 

In 1954, Harold married Patricia Jean Brokhausen in Freeport. This marriage has produced four boys -- Joseph, David, Jeffrey and Douglas --and ten grandchildren. All live in the Portland area.

Remembrances in his memory may be made to Kaiser Hospice.

 

Harold played a critical role in advocating public purchasing and has been said to be a "giant" among public procurement professionals.  In fact, OPPA previously established the Harold F. Vaughan Service Award in his honor in recognition of professional purchasers who have provided exemplary service to OPPA over the course of their career. 

 

Harold will not be forgotten.
